Dear members of NPOC, We have finished the work on our charter in July but I wanted to have one thorough look before sending it to you for accepting it. Sorry for taking so long in finally getting round to doing it. Here is the working version and with this link you can comment on it. After we've gone through all the comments of the members, we'll pass it to ICANN law for a review. https://docs.google.com/document/d/1HRcUOxtoMUzJnfXhXm-wpJd3vDmVRG9uFTRyojOA... The deadline for giving comments is 13th of September, which also happens to be Friday. :) At the end of the charter, you can also find a link to the annex, but it's unfinished at the moment, and we still need to work on it before passing it for you to review. -Raoul <https://www.avast.com/sig-email?utm_medium=email&utm_source=link&utm_campaig...> Ei viruksia. www.avast.com <https://www.avast.com/sig-email?utm_medium=email&utm_source=link&utm_campaig...> <#DAB4FAD8-2DD7-40BB-A1B8-4E2AA1F9FDF2>

For some explicable reason, the 1.2., i.e. our mission was omitted from the draft. Here it is below. I've also added it to the working document of the charter. "1.2 NPOC’s mission is to represent Not-for-Profit Organizations by addressing their operational concerns with the generic Top-level Domains (gTLDs). Operational Concerns are defined as issues arising from the use of the gTLDs by the not-for-profit organizations to achieve their own mission. Those can include but are not limited to Domain Name Fraud, Intellectual Property Abuse, Privacy, Security, Stability, and Resiliency, as well as transparent registration and continued ownership of domain names." I went through the suggestions and there was nothing major, as far as I could see. I resolved the comments and if you're happy with the above mission statement as well, we can send the charter to its next phase of the review process. Enjoy your weekend! -Raoul On Fri, 30 Aug 2019 at 22:45, Olivier Kouami <olivierkouami@gmail.com> wrote:

Hello all. Greetings from Ndjamena, republic of Chad where I have participated at the 8th edition of the African Governance Forum (AfIGF) as one of the rapporteurs of the Africa Union Commission (AUC). Dear Vice-Chair, The statement looks to very nice to me. Even for the open of a bank account in Estonia. It's a good opportunity to taste. The History will retain that the NPOC was a precurssor of such an initiative. I fully conccur. Kudo to the NPOC in the global IG ecosystem. Warm regards and cheers ! Hi Raoul Nice to have this mission added. However, for a start, its solely about NGOs and since we have consideration for individual members I think such should reflect in the mission statement. Regards for now Remmy On Fri, Sep 13, 2019, 9:24 AM Raoul Plommer <plommer@gmail.com> wrote:

Individuels on the NPOC ? Like it already is in the NCUC and ALAC ? What a confusion ! I'm sceptic. It's notre usefull for the NPOC to add such a confusion in this already enough confused ecosystem. Hi Remmy, Individual members is a no no no BIG NO, we solely NGO focused it won't change. You want to be individual go NCUC. So our mission is definitely correct and should stay as it is. We done with the charter for me, Roaul did a great work on this, so why take us back on something that is done and dusted Remmy, time to move on. Please Raoul lets move on. kudos to your work. Operational Concerns are defined as issues arising from the use of the gTLDs by the not-for-profit organizations to achieve their own mission. Hi I disagree. A person may wish to be active in npoc because they believe in their mission, goals and objectives but do not believe in ncuc, so you are in effect saying no we do not want you? Why? What is the harm? The goal is to have active reps who believe and advocate and are active on the npoc mission so why exclude people. There are many reasons why you may want to join as an individual, ranging from you are in the govt, your org is not interested in applying or the org will not appoint you, you do not have an org whom you belong to who meets your own values Judith Sent from my iPhone Judith@jhellerstein.com Skype ID:Judithhellerstein

Hey Raoul! Nice work on the charter... good catch! I think we can move forward! If your primary reason to be in NPOC is to not be in NCUC, you should not be in NPOC. You should join the NCSG and not join any of its constituencies if you do not qualify or want to be in either of them. The NPOC mission IS to represent non-profits. I can see some special cases for people specifically involved in non-profits, such as someone who retired from a non-profit position or otherwise is heavily involved in the non-profit - some provision has been made, I think they would still be best left as observers. The idea that we should allows individuals just to allow people who feel more ‘aligned’ with NPOC
I also know Government people in other countries who are aligned with At Large/NPOC but feel they cannot join either of these groups even if that is their passion because of their employment
You know people who can’t join NPOC because they aren’t a non-profit? The system seems to be working correctly. Honesty the argument that we should allow people who work to the government to join because of their ‘alignment with At Large/NPOC’ has strongly convinced me that we shouldn’t. David

Here is the working version and with this link you can comment on it. After we've gone through all the comments of the members, we'll pass it to ICANN law for a review. https://docs.google.com/document/d/1HRcUOxtoMUzJnfXhXm-wpJd3vDmVRG9uFTRyojOA... <https://docs.google.com/document/d/1HRcUOxtoMUzJnfXhXm-wpJd3vDmVRG9uFTRyojOA...>
The deadline for giving comments is 13th of September, which also happens to be Friday. :)
At the end of the charter, you can also find a link to the annex, but it's unfinished at the moment, and we still need to work on it before passing it for you to review.

Hi Dave Thanks for your comments. You obviously have not been part of a non profit that is dysfunctional where people on leadership or as members feel that they cannot contribute. Where the leader just does what he/she wants and does not take advice or suggestions. I have been on these groups and others like it. I know the struggles these people face and they would like another outlet to get involved. If npoc accepted individual members they then could join.

Hello dearest Friends, I've joined the NPOC in late 2012 invited by our beloved and belated friend Béranger (RIP to him). He was one of the founders of this constituency, founded in June 2011. NPOC is the last constituency in ICANN community ecosystem. It assemble only the représentative on not-for-profit organisations not individuals even if those individuals are working for themselves as a not-for-profit activists. IMHO, an operational concern is addressed by an organization not an individual. Please, don't add more confusion in this atmosphere. My 2.cents. With my warm regards. Hi Poncelet and all I raised my observation because I am aware it was discussed although I was skeptical about individual members in a body said to be representing corporate, hence I reminded us, so that it will not become contradictory contents, especially having been part of the review process and there is no plan to set us back but have a more clear and easy to understand charter devoid of ambiguity. Here is the working version and with this link you can comment on it.
After we've gone through all the comments of the members, we'll pass it to ICANN law for a review. https://docs.google.com/document/d/1HRcUOxtoMUzJnfXhXm-wpJd3vDmVRG9uFTRyojOA...
The deadline for giving comments is 13th of September, which also

At the end of the charter, you can also find a link to the annex, but
it's unfinished at the moment, and we still need to work on it before passing it for you to review.

Remmy Your points are well-made. Given the clear requirements for Members. Individual “Members” would be inconsistent. I still think individuals could be allowed to participate as observers or some sort of non-member status, assuming they presented credentials attesting to their involvement with non-profit organizations. But perhaps better stay with current structure, which has worked. John More Sent from my iPhone

Hi Judith, Dave and others, We approached this question of allowing individual members to join NPOC more than once but wanted to keep it as it has been, thus avoiding more structural changes that could give reason for contesting the new charter even within the NCSG. We will allow for observers, who are interested in NPOC as well subject matter experts, so anyone can participate in working for NPOC's goals, even if they weren't an official member. The bold sentence that Remmy highlighted, means that we can, in some extraordinary circumstances, allow a not-for-profit organisation as a member even if they are not a government registered entity. An example of this, could be an organisation representing LGBT+ in a country where it would be illegal to do so. Obviously a government isn't going to allow an illegal entity to register. However, at ICANN, we are a lot more liberal than most governments. We should not always take for granted, that an illegal activity is not commendable activity or necessary dissidence. This consideration of extraordinary circumstances will always be done by the EC and will likely be very rarely used, if ever. -Raoul On Wed, 18 Sep 2019 at 20:37, Olivier Kouami <olivierkouami@gmail.com> wrote:

Dear members of NPOC,
We have finished the work on our charter in July but I wanted to have one thorough look before sending it to you for accepting it.

We approached this question of allowing individual members to join NPOC more than once but wanted to keep it as it has been, thus avoiding more structural changes that could give reason for contesting the new charter even within the NCSG. We will allow for observers, who are interested in NPOC as well subject matter experts, so anyone can participate in working for NPOC's goals, even if they weren't an official member.
The bold sentence that Remmy highlighted, means that we can, in some extraordinary circumstances, allow a not-for-profit organization as a member even if they are not a government registered entity.

For instance, this charter states inter alia:

Hi Judith and Raoul Thanks for the discussion. If its for observers purpose can we then be specific because in the near future most of us may not be there to start explanation or interpretation in this regard. I really don't know the haste in closing discussion. For goodness sake we are discussing our charter and this is comment period. Instead of asking for closure, can we allow the comment period to elapse naturally. Its better we discuss matters arising from the charter than endless interpretation there after. I salute.
