The issue is a lot of smaller registrars will stop attending. Any additional cost may result in a decrease in attendance and a decrease in the number of voices and participants at these meetings.
The registrar could always say that they have already paid their fees through their licence fees to ICANN. I think the ICANN conference fee is a useful way of ensuring that representatives from well financed organisations that attend ICANN and don't pay any fees to ICANN, pay their share. Regards, Bruce
