Dear RSSAC Caucus, There has been some good progress on the RSS Metrics document this week while many of us are in Montreal for the ICANN meeting. There are a couple of recent additions in response to discussions that took place yesterday. Since these are important points, I want to draw your attention to them to be sure that we have consensus around these additions. (1) The paragraph below has been added to the end of the Introduction. This is to address some concerns that the RSS metrics might be perceived as adding unfunded accountability requirements. As described in RSSAC023, since the inception of the DNS, the root server operators have been operating the root service as a best-effort service for the global Internet community. To date, the RSOs have borne the cost of service operations, mostly without financial engagement from the non-RSO stakeholders. The operational costs have become an unfunded mandate. As stated in RSSAC037, a sustainable model of funding is necessary. Viewing from this angle, it is important to note that the measurements and thresholds can only be binding on root server operators if other supporting contractual and financial considerations are put in place. (2) There is new proposed text for Recommendation 1. The language here is our attempt to find a compromise between publishing results right away versus having some period of time where only RSSAC and the operators see the results. I want to point out that the word "initial" appears here, even though many people suggested to remove it from the phrase "gather initial operational data" in the old recommendation 1. The RSSAC recommends the ICANN Board commission an initial implementation of the measurement system described in this document to gather operational data and experience from actual monitoring of the RSS. The initial implementation should be designed such that it can become the official implementation as described in Recommendation 2 below. The insights learned from the implementation will inform future revisions of this document, if necessary.
