It's not a big deal either way, but to me the proposal to make the figures inclusive rather than exclusive feels intuitively wrong. Many common EDNS buffer sizes are multiples of 16 bytes, so IMHO the results will just be that little bit more accurate if the framing octets are omitted. Ray
