Totally agree.
I don't think the root servers are that special in this regard. I agree that we expect RSOs to follow best practices but I would hope nobody needs to write that down in order for it to happen.
<tongue in cheek>So we can just reduce this document to "Do the right thing"?</> But seriously, though, I think we've all been around long enough to know that what's sensible to on person can be nonsensical to another, or just something they didn't think of. eg underspecified RFCs result in bugs, and need errata or revision. Do you have a reference to a best practices document that talks about identifier reuse? It would be great to be able to referencing such a document while talking about how RSOs should mitigate the risks.
