[RSSAC Caucus] Changing RSO addresses, critical infrastructure pools, returning addresses

Just to inform this discussion, here is an article detailing how L-Root returned an address from the general pool, and a third party started providing DNS service on that old address. https://www.icann.org/en/blogs/details/ghosts-of-root-servers-past-19-5-2008... While that story had a happy ending, it is a cautionary tale. This document is providing guidance, and so we should provide recommendations on the best possible procedure. It is irrelevant whether or not some RIR has a critical infrastructure pool, or some RSO doesn't want to (or can't) keep an old address, or any other arguments of that nature. Regards, Robert
