[RSSAC Caucus] RSSAC001v3 Work Party Update

Dear RSSAC Caucus Members, We held our weekly RSSAC001v3 Admin call yesterday and merged some changes that were pending. We also a new section (1.1) on other documentation that we're hoping can resolve a lot of the questions related to references and other supporting documentation.
