This looks good, though I would like to suggest a change to the definition of Consumer. I would change the following: "and Users (e.g. individuals, commercial or non-commercial entities who use the data legitimately) of the WHOIS data" to "and, Users (e.g. individuals, commercial or non-commercial entities who use the data legitimately) of the WHOIS data, and non-Users.
