In an interesting situation, my chapter follows the Introduction (with the Whois background section between) and I found myself spending considerable time trying to write around what might (or might not) be in the Introduction. Since we have not yet drafted an introduction, I took the liberty of drafting some information that might be placed into it (or alternatively, moved back into Chapter 3 as a subsection of the writing attached).

Finally, I combined proposed chapters 3 and 4 because Scope of Work and Methodology seemed to flow as a single unit. Please let me know what you think. Best, Kathy
