ICANN59 Block Schedule v2 - Cross Community Topics
Dear Community Leaders: Thank you everyone for participating in the call today. As promised, I’m attaching an updated draft of the block schedule for review. Please check the scheduling of the cross-community topic sessions in yellow and share any comments or proposed changes on this list ASAP. The final block schedule will be posted on the meeting website by EOD Friday, 21 April. Best regards, Tanzanica -------------------------------------------------------- Tanzanica S. Dear Tanzanica, dear all, Thank you for this and for your ongoing work on the Johannesburg schedule! On behalf of the GAC Chair, this is a request to please move the session on “Who sets ICANN’s priorities?” from the Wednesday afternoon to avoid conflict with the GAC Communique drafting. The topic is close to a cross-community session the GAC launched in Helsinki and consequently of high interest to the GAC. It would be most unfortunate if GAC representatives couldn’t participate in this session due to conflict with the GAC Communique drafting, hence this request for change. Dear Tanzanica, On behalf of the GAC Chair, the preference would be to swap with one of the multiple 90 minute-sessions, like one of the RDS sessions on Monday, in order to have the session on “Who sets ICANN’s priorities?” on Monday instead. I would suggest the following: 1. Move the first Geo Names session from Tuesday to Block 1 Monday, where the Fundamental Bylaws session is. The first Geo Names session needs to take place as early in the week as possible, since the proposal contemplates a sprint between the first session and the second (double) session to develop a strawman framework for discussion at the second session. 2. Move the ICANN Priorities session from Wednesday to Tuesday (where Geo Names was). 3. Move the Fundamental Bylaws session to Wednesday (where ICANN Priorities was). The other alternative is to move the RDS double session to Wednesday, put Priorities and Operations in the RDS slot, and swap Fundamental Bylaws and Geo Names I. I share Donna's concerns. At ICANN57 I chaired a split IPC session that had previously been done as a single long session; the result was suboptimal. Hi Greg Unfortunately I don’t think your suggestions work either. I’ve responded inline below, but I just want to make a couple general comments. This is a policy forum. I don’t consider a session about ‘Who Sets ICANN’s Priorities’ to be, in the GNSO sense, to be policy. In that respect, I would prefer that deference be given to the non-conflicted sessions being allocated to the PDP WG efforts so that they are afforded an opportunity to engage with the community beyond their PDP WG, particularly including GAC members. I also appreciate that this may be a topic of great interest across the community and as such, I wonder if this is a topic that can be deferred until the Abu Dhabi meeting if we are unable to find a suitable time for everyone in Johannesburg. I would also note that this meeting does follow a different format, which provides challenges and constraints to all of us. I appreciate that the GAC dedicates time to communique drafting on Wednesday afternoon, but I wonder if the GAC has considered shifting the drafting of the communique to Thursday morning in order to be able to participate in the afternoon sessions. Move the ICANN Priorities session from Wednesday to Tuesday (where Geo Names was). 2. Move the Fundamental Bylaws session to Wednesday (where ICANN Priorities was). DA: I suspect this is a session of interest to the GAC as well. The other alternative is to move the RDS double session to Wednesday, put Priorities and Operations in the RDS slot, and swap Fundamental Bylaws and Geo Names I. DA: Moving the RDS sessions to Wednesday in direct conflict with the communique drafting is not an option for the reasons stated above. I share Donna's concerns. Dear Tanzanica, dear all, The options for resolving this issue were discussed during two consecutive GAC agenda setting calls, with the conclusion (just reached) that the GAC will adapt to having the session on “Who sets ICANN’s priorities?” on Wednesday afternoon as currently planned in the Block Schedule. The GAC will close its Communique drafting in time to be able to attend and contribute to that session – and resume Communique drafting thereafter and/or on Thursday morning, depending on the situation at hand. Thanks Olof, and thank you to the GAC for their flexibility. The GAC will close its Communique drafting in time to be able to attend and contribute to that session – and resume Communique drafting thereafter and/or on Thursday morning, depending on the situation at hand. In that way, the conflict with the Communique drafting would be avoided so the GAC could participate in the latter session, something the GAC Chair also highlighted as essential to David and Göran at a call yesterday.
