I agree with Alain and reasoning.. for em it’s not a it being duplicitous but to ensure we cover SSR considerations in the space.. we can tighten the recommendation Cheers Kerry-Ann

Can we remove Rec 31 now, or declare it implemented?
The SSAC has published the following report.
SAC109: The Implications of DNS over HTTPS and DNS over TLS <https://www.icann.org/en/system/files/files/sac-109-en.pdf>
I am a bit perplex.
The recommendation asks for SSR-related implications which this SSAC document does not fully addressed. The document discusses implications for various categories of the ecosystem. The implications discussed in the document tends to satisfy somehow the expected outcome as described in the resolution : "The intended outcome is to ensure that all stakeholders have the opportunity to understand the SSR-related implications of these developments, and the range of alternatives (or lack thereof) various stakeholders have to influence the future.”
The resolution also mentions the implications for IANA future role in the ecosystem and i do not recall exactly what is this about.
May be rephrase the recommendation to clarify ? many implications and impacts of DoH will come with deployments and policy decisions and only future will show.
