anyway, i note that the summary of public comments, including those from from RSSAC and SSAC, include many other issues besides this need for formal procedure (although NCSG does mention formal modeling). i don't understand why SSR2 is focusing so much on this formal modeling task that "some SSAC reviewers" consider not implementable. we should consider whether what we're recommending is more important (or already covered) by the public comment process.
