Many thanks Jared. Two comments at this stage before the meeting on August 12: 1. In 4B, I would say that the ability to provide a new panel (or at least one new panelist) in the event of a challenge of denial made by the CPE applicant should be mandatory. In addition, we should specify to potential providers that the nature of such a review is limited as shown below since this would affect the proposed cost associated with the limited challenge mechanism. I know this is specified in the referenced AGB section but I think it should be clearer in the RFP that the review is not "de novo." B.The provider must propose a process for addressing any relevant evaluation challenges invoked by CPE applicants.This MUST include an option for the CPE applicant to lodge a limited challenge to the decision made by the initial evaluation panel with a new panelist (or panelists) to review and respond to such challenges (see Section1.2.14 of the AGB). The sole basis for such limited review is a claim that the CPE panel made a factual or procedural error when it determined that an applicant did not meet the criteria to establish Community Priority. *2.* In Item 9., it appears that there should be a request for pricing related to a CPE applicant's challenge to a denial of CPE status and the provider's limited review of same. I can't recall whether challenges of this type can be handled by one panelist (which would be cheaper!) Again, many thanks for expediting this RFP process.
