T/T Call 12 Re-Cap, Action Items, and Implementation Plan
Dear T/T IRT, Wanted to give you a quick re-cap of today¹s call, detail the action items we intend to carry out in the following weeks, and propose a rough implementation plan for the next phase of our work: Re-Cap We discussed the merits of submitting a set of questions on the T/T Recommendations to the GNSO Council for clarification and input. After discussing, we came to the conclusion that it would be better to seek the input of those involved in the T/T PDP Working Group and potentially certain Stakeholder Groups on those questions before considering GNSO Council input. In short, we determined that Council input should only be requested as a last resort and that many of the questions posed could likely be answered within the IRT context. Action Items With this in mind, we intend to: 1. Create a question matrix that includes questions discussed during our call and any the IRT may have. We'll circulate this matrix with the IRT to ensure we¹re asking the right questions before circulating to wider groups. 2. Answers to these questions, once received from these groups, will form the basis for future discussions as well as the creation of a policy document for IRT review and ultimately public comment. (NB: the ³decision tree² work we¹ve done over the past few months will also inform the policy drafting) 3. Once we¹re able to develop a set of policy provisions and receive public comments on them, we can consider the right avenue for the policy¹s implementation, referral, and/or pilot testing (eg within the context of the RDAP pilot) Implementation Plan Here¹s the rough implementation plan and milestones as I've captured them (I¹ll formally update the T/T implementation plan available on the wiki): 1. Create a policy language document for community input, based on ³decision tree² work and answers to the questions discussed 2. Analyze public comments on policy document for common themes, useful suggestions, etc and integrate suggestions into the policy document and/or implementation plan as appropriate 3. Reach an ³implementation decision² depending on entirety of input received, eg:
1. Establish an implementation effective date that¹s coordinated with other WHOIS modifications (eg ³Policy Effective 180 days after RDAP operational²), or 2. Refer policy to RDAP pilot testing efforts, or 3. Refer policy to RDS PDP, or 4. [Any other suggestions received in future IRT work] So the next item you should expect from us is the question matrix document for your review. I¹ll work to get that to the IRT within the next week or so.
