I have reformatted this document into a simple prose format. i think it is very rough, and you will probably see a lot of improvements you want to make. I labelled the version before my changes as "Outline 2020-05-05", and this version as "Prose draft 2020-06-11". Hopefully that makes it easier to go back and pick up any good pieces that I cut out. Cheryl, I'm sorry, i didn't leave you very much time to look at this before the meeting at 17:00h UTC. If you get a chance, please take a look, and make any changes you think necessary.
