Jamie While I like your idea I don't see how that would work How could you accurately calculate how many registrants there are in Ireland? We are the only active Irish owned and based registrar, but there are registrants served by multiple registrars from around the globe. I've no idea how you could get that number accurately. This proposal is a hybrid of sorts, allowing for exemptions based on a legal review but having ICANN, a neutral party, responsible for the investigation and legal review. The relatively high threshold for the review (contracted parties representing >50% of the registrants in the jurisdiction) should help prevent frivolous petitions and allow for a manageable work flow.
