ACTION REQUIRED: Rec 1.7 Rec 3.1 and Agenda
Dear Community Coordination Group Participants, I hope this email finds you well. The attendance to our meeting on 1 August 2023 was lower compared to our previous meetings. However, some issues were raised during the meeting regarding the recommendation section of the report. In addition to recommendation 1.7, recommendation 3.1 was explained to the group during our last meeting. This email will include an agenda for the next meeting, and two action requests from the participants of CCG. REQUEST #1: You can find the recommendation section of the report that requests your comments, please send your response for each sentence below to the list before 23 August 2023 23:59UTC, if there are no responses to the paragraph as a whole, the report will be finalized. “The group recommends the formation of an ad hoc diversity group across the ICANN community when there is a discernible increase in trends related to diversity matters.” Your comment: “This ad hoc group would be tasked with providing valuable advice to the Ombudsman or ICANN on diversity complaints and issues.” Your comment: “The identification of these trends, and the possible formation of an ad hoc diversity group may arise from the Continuous Improvement Program or future Holistic Reviews.” Your comment: REQUEST #2: As explained during the last meeting, and stated in the formation of the WS2 CCG, participants may wish to share information about implementation efforts related to Recommendation 3.1 (Human Rights Framework). You can find Human Rights Framework of Interpretation Final Report and Recommendations here<https://www.icann.org/en/system/files/files/ccwg-acct-ws2-final-24jun18-en.p...> on p.79 (Annex 3). The request from participants from Supporting Organizations and Advisory Committees is to report on their groups’ activities to this mailing list related to HR-FOI (Rec 3.1) before our meeting on 7 September 2023 20:00UTC. Activities in your groups will be shared during the meeting. AGENDA: 1. Welcome (Melissa) 2. Activities of SOs and ACs related to HR-FOI (ALAC, GAC, RSSAC, SSAC, GNSO, ccNSO participants) 3. Introduction to recommendation 2.3 (if time permits) (Alp) If there is anything we can assist you with, please let us know. Best regards, Alp (on behalf of the ICANN org team supporting the WS2 CCG)
Hello Alp and colleagues, Unfortunately, I was on an airplane when our group last met on August 1st and so I was unable to attend the call. I will, however, try here to respond to Request #1. Sentence: “The group recommends the formation of an ad hoc diversity group across the ICANN community when there is a discernible increase in trends related to diversity matters.” My comment: ‘Discernability’ seems imprecise and possibly small in impact. My personal preference would be for ‘significant’ – still imprecise but not likely small. Sentence: “This ad hoc group would be tasked with providing valuable advice to the Ombudsman or ICANN on diversity complaints and issues.” My comment: Giving advice on diversity issues seems appropriate to me. As to giving advice on specific complaints, why not leave sorting that out to the Ombudsman or other ICANN accountability mechanism? Sentence: “The identification of these trends, and the possible formation of an ad hoc diversity group may arise from the Continuous Improvement Program or future Holistic Reviews.” My comment: Fair enough. Here is a possible alternative (includes a few other changes along the way, like talking of adverse trends, not just trends, and a ‘time-limited’ ad hoc approach): The group recommends that consideration be given within the Continuous Improvement Program and/or within the context of future Holistic Reviews to formation of a time-limited ad hoc diversity group across the ICANN community when and if there is a significant increase in adverse trends related to diversity matters. This ad hoc group would be tasked with providing advice to the Ombudsman or ICANN on diversity issues. Best regards, David David McAuley Policy Director Verisign, Inc. Apologies for my absence at the last meeting. Following my comments. *Request # 1:* Sentence: *“The group recommends the formation of an ad hoc diversity group across the ICANN community when there is a discernible increase in trends related to diversity matters.”* My comment: I would replace the word* "discernible" *with* "quantifiable or persistent".* Some measurable* expression needs to be in place to activate a committee.* Sentence: *“This ad hoc group would be tasked with providing valuable advice to the Ombudsman or ICANN on diversity complaints and issues."* My comment: I feel comfortable with the statement. Sentence: *“The identification of these trends, and the possible formation of an ad hoc diversity group may arise from the Continuous Improvement Program or future Holistic Reviews.”* My comment: Agree with the statement as is.
