I would like to highlight this quote from the Fifa Ruthie study as I think there is some relevance to ICANN it's global reach and it's multistakeholder governance model. Forgive me if it has already been pointed to. As for any international organisation today, this kind of global footprint brings with it significant risks to people’s basic dignity and welfare. And that reality demands a robust and proactive response. (ICANN) is not solely responsible for solving these problems where the actions of others are the primary cause. But it must use its influence to address these human rights risks as determinedly as it does to pursue its (multistakeholder governance) interests,” (of the global Internet) () Added. said Prof. Ruggie. Lack of respect for human rights within the internet ecosystem, can possibly be argued to have the potential to threaten the stability of the global Internet. How that can be quantified, I not sure, but if you can threaten the stability, then, again arguably, the internet can be exposed to capture from diverse groups governments and otherwise. Another principle which I think applies: ICANN cannot be seen to be responsible for all human rights abuses by organizations it works with, outside if it's role, or any country for that matter. Thanks Niels. I have a mandatory firm meeting today that conflicts and hope to come into the discussion as time permits. In the category of AOB, I would appreciate your adding a short discussion on how the WS2 HR group will proceed with respect to the various steps for our work outlined in Annex 6. In this regard, I believe we need to set timelines and goals for understanding the elements of our work - in order to arrive at a solid FOI - HR within the one year time frame. - an FOI-HR that, in accordance with the Ruggie principles for business at 18. (b), takes into account the ICANN context and which, in accordance with Annex 6, is consistent with ICANN's existing processes and protocols. The FOI-HR cannot be developed in a vacuum. Per Annex 6, we must "Consider how the interpretation and implementation of this Bylaw will interact with the existing and future ICANN policies and procedures." I would encourage the group to keep this instruction in mind when addressing the first four principles to be discussed in today's meeting. The issue of Consensus Policy requiring at the very minimum an Expedited PDP is a thorny one. If what we are saying is that we expect the FOI-HR to be applied in the Policy Development Process going forward, then that is easily understandable. Hi Anne, As agreed with the group we're first analyzing the Ruggie Principles one by one to see how and if these individual principles are relevant to ICANN, in order to come up with a draf FoI. Today we are starting with principles one up to four, so it seems premature to discuss principle eightteen in conjunction with them. Also, I think we first need to have a clear picture in our group what we think the FoI should look like, before we discuss it with the CCWG, after that we can also ask other parts of the community for input. I would also like to bring up that a Right Assessment can already be part of the PDP process in the GNSO (as part of the preliminary issue report).
