My very initial impression was less positive, so I’m definitely keen to hear how it's landed with others. A couple of points quickly: - As some noted in relation to the Zero Draft (including Maria Tessa in her intervention on behalf of the IGF Leadership Panel), the drafters seems eager to ring fence “Internet governance” as a very specific and limited subset of digital issues, or overall scope of the GDC. That’s at odds with the WSIS (and subsequent) use of the term, as evidenced by the broad scope of the IGF programme and work output (the Policy Network on AI, for instance). And it seems to me that it greatly limits the role that the IGF might have in GDC follow-up and digital governance more broadly, while encouraging the establishment of other structures and processes, some of which will be seen or intended as hierarchically superior to the IGF (and multistakeholder processes more generally). There was pushback on this in relation to the Zero Draft (including quite strongly from the IGF Leadership Panel), but if anything, this revision seems to me to double down on that framing… - In relation to follow-up and review, there continues to be a limited role for multistakeholder participation - actually, the revision seems to reduce the IGF’s role (para. 57 in the original) to now suggesting merely "that the Internet Governance Forum has a key role to play in amplifying the Compact’s purpose and objectives to a global multistakeholder constituency through its national and regional networks” (important, but hardly the extent of the IGF’s potential role!), and that it should "establish an annual policy discussion track to facilitate the contribution of all stakeholders to the delivery of the Compact’s commitments and actions” (echoing - but completely disempowering - a suggestion made for how the IGF could facilitate effective multistakeholder review). Meanwhile, the ITU’s WSIS Forum has entered the text (para. 66) as a “multistakeholder platform” to be leveraged in the follow-up and review. This is obviously just an initial reaction, but overall, it feels like any multistakeholder references have been further diluted to inviting stakeholder to participate in multilateral processes, which seems to me an unfortunate direction in which to be moving… Glad to hear there’ll be another ICANN webinar, and there’s apparently another stakeholder consultation session planned for 30 May(?).
