The supermajority definition typically means (and for the GNSO was developed to be equivalent to) a 2/3 threshold. 75% is a separate threshold. Well in the bylaws there is a defined term for a ŒGNSO Supermajority²:
"A "GNSO Supermajority" shall mean: (
a) two-thirds (2/3) of the Council members of each House,
or (b) three-fourths (3/4) of one House and a majority of the other House."
So I guess that definition could apply at least to the GNSO.
