I don't think ICANN is defining internet principles but yes they do participate in such efforts. IETF is the known body that formerly defines such global principles(better called standards) for the internet. To your second question, the outcome of NETMundial was largely supported by the ICANN community but note that those principles are not binding for any organisation they are mainly recommendations.

1. Should a body like ICANN define and adopt Internet Principles it believes in, for its policy, strategy and operations?
2. Are group members aware whether endorsement of NETmundial principles is through a public consultation process involving community or an internal ICANN decision? Is this a matter that this group working on ICANN Accountability should discuss?
