[CCWG-Accountability] Welcome note
Dear All, We would like to welcome you to the Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability). Now that the charter has been adopted by a number of organizations, namely the At-Large Advisory Committee (ALAC), Country Code Names Supporting Organization (ccNSO), Generic Names Supporting Organization (GNSO), we thought it would be timely to commence the planning for the activities of the CCWG-Accountability. Meetings The first meeting of the CCWG- Accountability has been scheduled for Tuesday 9 December at 20:00 UTC (call details will be circulated shortly). Following that regular online meetings are expected to alternate between 11:00 and 14:00 UTC to allow for maximum participation taking into account the different time zones. Participation In addition to members appointed by the chartering organizations, there are currently 100 individuals subscribed to this mailing list who are participating in this effort as individual participants. Participants are expected to actively contribute in mailing list conversations as well as meetings. It is anticipated that participants will provide essential input to the process. They will participate similar to ICANN chartering organization appointed members. Can we in the spirit of accountability deliberate on consensus definitions of what is considered offensive, and what humiliating, in particular when read together with ICANN's "code" of behavior, and taking into account sensitivities as exhibited by different cultures or SO/ACs. Indeed, in Section IV, under "Membership Criteria", the charter says: "Participants will be able to actively participate in and attend all CCWG-accountability meetings, work groups and sub-work groups. However, should there be a need for a consensus call or decision, such consensus call or decision will be limited to CCWG-Accountability members appointed by the chartering organizations." That is, "participants" do not have decision-making rights. Here is what I had to say about this on 11 November (and I understand that the message in question was transmitted to the co-chairs of the drafting team for the charter):
Work Stream 1 of this group is "focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition;"
In this context, it is important to note that the NTIA called for the IANA stewardship function to be transitioned to "the global multistakeholder community", which is broader than the existing ICANN constituency.
In contrast, the Accountability CCWG, while stating that it will adhere to the principle of opennes, has in fact created a two-tier structure, with decision-making power being restricted to a specific group of stakeholders, namely those currently involved in the domain name business.
There is of course nothing wrong with a subset of stakeholders conducting consultations and presenting proposals, so I have no objection to the CCWG per se and I am not prejudging the output of the CCWG.
But it is not a process that is truly open to the global multistakeholder community.
Therefore I will not participate as an observer and I reserve my right to submit to appropriate forums and entities my views regarding the outputs of the CCWG.
So, unless the charter is modified, I don't plan to participate in the group. Or do I misunderstand what seems to be clear language in the charter? Work Stream 1 of this group is "focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition;"
In this context, it is important to note that the NTIA called for the IANA stewardship function to be transitioned to "the global multistakeholder community", which is broader than the existing ICANN constituency.
In contrast, the Accountability CCWG, while stating that it will adhere to the principle of opennes, has in fact created a two-tier structure, with decision-making power being restricted to a specific group of stakeholders, namely those currently involved in the domain name business.
There is of course nothing wrong with a subset of stakeholders conducting consultations and presenting proposals, so I have no objection to the CCWG per se and I am not prejudging the output of the CCWG.
But it is not a process that is truly open to the global multistakeholder community.
Therefore I will not participate as an observer and I reserve my right to submit to appropriate forums and entities my views regarding the outputs of the CCWG.
So, unless the charter is modified, I don't plan to participate in the group.
Or do I misunderstand what seems to be clear language in the charter?

Indeed, in Section IV, under "Membership Criteria", the charter says:

Here is what I had to say about this on 11 November (and I understand that the message in question was transmitted to the co-chairs of the drafting team for the charter):
Work Stream 1 of this group is "focused on mechanisms enhancing ICANN accountability that must be in place or committed to within the time frame of the IANA Stewardship Transition;"
In this context, it is important to note that the NTIA called for the IANA stewardship function to be transitioned to "the global multistakeholder community", which is broader than the existing ICANN constituency.
In contrast, the Accountability CCWG, while stating that it will adhere to the principle of opennes, has in fact created a two-tier structure, with decision-making power being restricted to a specific group of stakeholders, namely those currently involved in the domain name business.
There is of course nothing wrong with a subset of stakeholders conducting consultations and presenting proposals, so I have no objection to the CCWG per se and I am not prejudging the output of the CCWG.
But it is not a process that is truly open to the global multistakeholder community.
Therefore I will not participate as an observer and I reserve my right to submit to appropriate forums and entities my views regarding the outputs of the CCWG.
So, unless the charter is modified, I don't plan to participate in the group.
Or do I misunderstand what seems to be clear language in the charter?

Why don't you take this up with your GAC chair, Mr Schneider?

Thomas, Mathieu, that is what I was going to suggest, because I can not find anywhere in the charter that ICG is mentioned as a member. Nor participant or liaison, for that matter. I will not be humiliated or offended if it was pointed out to me that I was wrong, by reference to the relevant provision in charter. I am also concerned how we are going to get anything done on calls with 165 callers. I was part of the FoI Wg, where we "disciplined" ourselves to use Adobe Connect's buttons, ie Raising Hand if we wanted to get the Floor and Thumbs Up if we were in (violent :-)-O) agreement (which was then read in the record by the chair). So, I propose that we adopt a similar procedure. I also want to put it on record (ie for discussion tonight) that I do not use Microsoft products, hence all documents produced and/or circulated in a proprietary format need to be accompanied by a version in an open format, ie PDF.
