Dears, I am been following the discussion. The proposals sound disruptive in the sense it may enable us to look outside the box. Now my question is, what is the purpose of individuals membership. Are we looking for numbers or are we striving for quality? The answer to that will enable me to elaborate more. What is the problem with the election process as it is now? Are we getting a lot of the complains? In that case what will we achieve by changing it? As for performances and Decertification what is the ALAC model? Could we adopt those working for others regional organizations? As for preparation, the format as offered by ICANN meeting may be improved by in house preparation. Either we organize home prior to International meetings or we provide ourselves a day or two before the official meeting and get our strategy fine tuned. If you choose the second alternative, the ICANN Vice President for Africa may help. We can all see the problem of each ALS having a vote as opposed to per country voting. A single country that has 10 ALS would mean that the other countries voice is stifled because they will not have the numbers. All ALS in a single country can cast a vote, but all those votes within that country should be amalgamated into one single vote so that other regions within AFRALO are also heard, and their vote count. This will also prevent some individuals from registering ALSes as proxies for the sole purpose of influencing decisions in their favor.

Regarding the vote, the proposal of Fatima can be a point of discussion. It is relevant but it will take into account certain parameters including the activities of ALs at local level, the linguistic problem, the multiplicity of the information requested to be answered ...... and also professional problems for some.
Regarding the performance, again we must be careful and as Fatima suggests, we must refer to the ALAC indicators but also conduct a systemic investigation to ascertain why this ALs is not performing at AFRALO or ICANN. There may be justifications.
That ultimately when there is no compelling reason, then we can decide on the withdrawal of certification and that at the next general meeting.
I have a supplementary reading by asking the following question: What are the motivations for active Als?

· * Individual membership* I think we can create an AFRALO individual ALS to allow individual members to join. The question is how. This ALS should be regional and may be we can ask Afrinic to host it. II am just thinking loud...
· *Vote weighting* One active ALS, one vote? Of course we will have to define "active" with the Metrics of performance
· *Metrics of performance* ALAC has its metrics of performance and we can go from there and set up a small working group to suggest a draft
· *Decertification* This should derive from the Metrics of performance and may also be a consequence of a "faute lourde" to be defined.
May be we should look at the quorum for meetings too as we are above 30 ALS now. 7 members seem to little to take a decision in a meeting / General Assembly. I think we should maintain 1/3 of the total members as a threshold and not give a fix number as the number of ALS will keep growing...
