Thanks for raising these issues. We have brought our concerns to the attention of our GSE rep for the APRALO region and the APRALO leadership team is having a skype meeting with Jia Rong tomorrow evening my time, to discuss the FY19 issue. Unfortunately Jia Rong was not in Panama so he had not had a formal notification of the announcement before we told him! I will raise the issues you have both raised to get some formal responses. Fortunately, we work in with our GSE team before we start planning our regional strategic plan, so that Jia Rong is very much aware of how we proposed to use our CROP allocations as well as how we propose to attend other regional events using other sponsors. Jia Rong is the senior GSE for our region. We also have Save who is the Oceania GSE rep but he doesn't have any budget other than to get himself to regional events. He will be attending the regional event that we will not be funded to attend because their decision about CROP was announced on the last day of the required 6 weeks deadline - even without the week of the GSE approval period that they are now expecting. We will no doubt hear about what cuts have been made in Jia Rongs budget as well, so that all we can do is to coordinate something together that is realistic as well as hopefully fair to us as well as to ICANN... although we are coming a very poor second in this situation. Benedetta Stressed that if there was not an ICANN meeting in our region we can use our CROP slots for a meeting that is in our Outreach Plan and that was approved by the GSE. The goal she said was to work with the GSE. GSE will likely be continuing to support regional and national IGFs. Chris Mondini has given money to the IGF USA.
Her time in our meeting was far too short. She did stress to me that she understands that their may not be a meeting but that is why they have given a third option, to have a meeting is in our outreach plans and that is supported/approved by our GSE. She was stating that there is some flexibility and that if a trip is in our outreach plans and is approved by GSE it would be allowed.
Olivier-- We need to ask the GSE for their outreach plans and find out from them what they will be supporting this year. If we had known this earlier we could have used a slot for the IGF USA since GSE is supporting it and it is in their outreach plan. We need to press our GSE people to show us their plans and discuss what programs they have supported in the past and will likely support in the future
Maureen--I think when you are Chair you can make outreach more of an effort and push to get some one on that committee. You can ask for a rep from At-Large and gNSO to be included onto the decision making team when they re developing such policies so that we could at least negotiate something that it is more fair and reasonable for both parties. I do agree is ridiculous they seem to only hear from certain people, for example they had no idea that the At Large and NCSG are not allowed to attend the GDD or similar summits

Does that mean *only after* a RALO has used one of its three allocated slots for an ICANN meeting? What if an appropriate meeting for CROP occurs BEFORE an ICANN meeting opportunity?
