That sounds like an excellent plan Yrjo? I like the idea of research being carried out in the regions along the lines you suggest. And, including a multistakeholder perspective.. governments, business, technologists, users. With that kind of money, ALAC/At Large could afford to back up its policy advice by some solid market research/ surveys in a sample of countries in all regions to find out, what individual Internet end users actually think about some issues within ICANN's remit. There might be a role for ALS'es here, too, in liaising with local research outfits.
