Regarding domain tasting, the record will show that the LACRALO Secretariat proposed that if the AGP was a contractual obligation, the organic resolution was to remove the profit incentive from its exploitation. LACRALO adopted this position. It appears the proposal as outlined has also adopted this straightforward solution, albeit with a little weakness. In our view, the weakness it that the rules proposed are not applicable to all operators and binding on all Registrars. Our opposition to the grounds outlined for new gTLD string objection in the operator application process was early and is well-known. As a student of history, it reminded me of the thinking that gave us the legacy of the British colonial "Sus" laws, which were just as uncivilized. I say again: that 'public order and morality" clause contained in the gTLD application objection process debases the ideal of an allegedly global process, is offensive to reason and injurious to the commonweal. This general position was also adopted by LACRALO and, eventually, the ALAC. In my own view, it is disingenuous, at best, to promote the idea of 'fixing' this in the "implementation process".
