A reference to enforcement is made in the request, but enforcement is NOT an issue that can be fixed by a PDP. But it is EXACTLY the kind of thing that that ALAC should use its "Advice to the Board" channel for. And to be useful it does need to be thoughtfully worded and include a "catalogue of ICANN's wishy-washy enforcement of its own rules", not just in relation to this particular problem, but in a wider sense.
