The reason why I think it is important for us to closely follow the process, thoroughly analyze it and comment is because it is the first time this is going to be done. And quoting Nigel Roberts:
"It's important, I suggest, exactly because it's a harmless (in my opinion) and positive change. This means that we (the ccNSO as part of the Community) can focus on making sure that the Powers and the structure works well. If we do not participate, or pass it off as unimportant, then the whole purpose of the transition and Empowerment will be, in my opinion, diminished.”
Furthermore, I also think that it’s not just the proposed bylaw change we should look at but also the proposed charters to the committees. Since the new committee will be dealing with accountability issues, it would be good to se a more detailed charter scope than that currently shown for drafting purposes. I think it is here that we will be able to have the biggest opportunity to contribute shaping that charter and where we can have a more positive impact.
So it’s not about controlling appointments but rather ensuring that the committees scope serves its purpose I think.

I think the fact that its the first time we are going to be putting the "empowered community" to practice makes it an important thing to pay attention to and i think that is probably what Leon was trying to communicate. Otherwise I think the proposed text itself is nothing to worry about.
On another note, I for one would have love to see a BGC that is not just comprised of the board members alone, but I guess that isn't up for comment ;-)

Certainly this is a momentous in that this is the first time we are being asked to exercise our Empowered Community powers.
But as I read it, this is no more onerous than if the change was correcting a spelling mistake. And if the Bylaw had originally been written to say a Board committee had the responsibility but did not name which one (not unreasonable given that such committees change from time to time), no change would be needed at all. Since we have NO control over who the Board appoints to any given committee, changing the name of the responsible committee (or refusing this change) gives us no more control.
But perhaps I missed some subtle aspect of this.
The ALAC will ultimately need to approve or reject this Fundamental Bylaw, and if we thought there was a chance that we might reject, we certainly have an obligation to serve notice during the comment period.
