[ALAC] New CoE publication: "Applications to ICANN for Community-based New Generic Top Level Domains

Hi, At the meeting of the GAC WG on Human Rights I learned that the Council of Europe (an active observer to the GAC) has just published a report on community-based Ne gTLD applications, which is one of the core concerns for ALAC.
