Hello Jonathan, I want to assume the ALAC slots which you refer were willing granted by the region where they are from to be used by AFRALO? If this was not the case then I still believe it is inappropriate and undemocratic. You also mentioned you will use the allocation for incoming and outgoing members for icann81, does that mean you will be taking those slots off those the seat/position they are normally entitled to and assigning arbitrarily to some persons? There is need for clarity on your statement please. That said, while I am not an ALAC member I will note that you mentioned that some persons(staff) will facilitate discussion on travel policy, am not sure I understand that..and what conflict are you referring to? Are you suggesting as Chair of ALAC you cannot lead or appoint other members of the community to lead the discussion? Finally just like we've done in the past on cross RALO matters, I recommend that a cross RALO committee should be formerly setup with clear TOR and the committee will be the ones to engage the community. This was how the Alan lead committee ran the At-large review implementation which has been successful so far. I want you to know that we have heard your concerns regarding the proposed At-Large travel policy and we want to keep discussing it with you. The need for an objective, utilitarian and flexible travel policy still exits to ensure that those actively engaged in ICANN work are in the best position to participate and we are actively planning for the future.
For ICANN80, we propose to revert to the allocation of 15 slots to the ALAC, 10 to the five RALOs and 3 for ALAC Liaisons and one for the ALAC Chair. Given that 3 ALAC members are unable to travel to Kigali, we would like to offer them to AFRALO to allocate as they wish. These 3 slots are unused ALAC slots so they are not drawn from expected slots.
For ICANN81, as this is the Annual General Meeting, we will also use the allocation which also supports the travel for outgoing, incoming, and continuing ALAC and Regional Leaders, according to their regional rotations
For the longer-term development of an At-Large travel policy, starting as early as May 2024, we suggest engaging in regional listening sessions where everyone has the opportunity to share their views and explain any concerns in a structured manner. Should you agree, we’ve asked Melissa Allgood, a member of ICANN org specializing in conflict resolution, to lead these discussions as a neutral facilitator. Melissa will not act as a representative of ICANN org, but rather will structure our dialogue to ensure that all participants are heard and their views considered. We will work with RALO leaders to include these listening sessions at a time that best meets the needs of each region, perhaps during scheduled monthly calls.
The development of a formal At-Large travel policy will take some time and we would like for all voices to be heard and considered. Ideally, we would like to work jointly with you - - in eliminating subjective answers with agreed, objective metrics that meet well crafted expectations of volunteers in performing the role of the ALAC as tasked under the ICANN Bylaws. Such a policy should be reflective of the values of the bottom-up multi-stakeholder model.
Let us move forward in an inclusive, constructive, transparent, and respectful manner within our community.
