Wendy, I believe from our conversation that one of the discomforts I (and probably others) had with this policy is due the fact that the policy came just when we started working well with the RALO + ALS structure and out of the blue just them will be not allowed to participate. Besides, the whole policy was designed under the "one fits all" principle and this will never work for volunteer world. Volunteers are not employees and we are here because we believe on bottom up participation among other things. My first suggestion would be: we have a budget - Let's define the demands and allow each SO's to work bottom up with the budget.
