ICANN Meeting survey results - a comparison between At-Large and all of ICANN
Dear At-Large members I am attaching notes that I have made relating to the findings of the ICANN Meeting Survey. The notes compare the responses made by the 48 At-Large respondents with the responses made by 176 participants from the whole of ICANN (including At-Large) You will see that there is quite a bit of alignment between the At-Large and the wider ICANN community responses. I will be making evaluative statements based on this summary, in preparation for a discussion that I will have with the other SO-AC Chairs in a couple of weeks. So, if there is anything really important that you would like me to relay to the team please let me know. There were some interesting individual comments made and in two sections I have added those made by At-Large into the table. I hope you find the results interesting because they will be used to decide how ICANN arranges its meetings in the future. Hello all, Indeed using "oversees" this could imply a matter of top down authority towards the community, which it does not have. In using "represents the interests", it goes further than "acts in the best interests", but it also opens the door to criticism that there are no procedures in place to ask every Internet user what they think, so it further exacerbates the issue of legitimacy. I’m in favor of getting as active a verb as we can manage without opening ourselves up to representational issues. I like “advances the interests of” for some such thing. I would prefer "advances the interests of" to "acts in the best interest of." The latter seems a bit paternalistic and raises the question of how we determine the "best interests" of the community. On the other hand, if this is more of an aspirational or mission statement, perhaps that is exactly the goal we should set. In any event, I could agree to either. I am sympathetic to a large extent with Jonathan's wariness about the "representational issue." It might dictate avoiding the word "represents" -- but I think that "represents the interests of" is still viable. As with the other verbs, it is an essential aspect of what we do. "Representation" doesn't necessarily implicate the method of selection (indeed, a number of ALAC seats are filled by the NomCom (including mine)) -- it does necessarily define the mission, at least in part. I am aware of criticism leveled from certain quarters at ALAC and At-Large regarding our standing as "representatives." It's something to discuss directly (and I assume it has been discussed many times) -- my 2-pronged 2 cents are (1) as the NomCom process attests, representation is not intended to be limited to democratic selection, and (2) we should consider the communication channels that lead from the ALAC through various channels (At-Large, RALOs, ALS, ALS members, individual RALO members, website, social media, emails, etc.) to the At-Large community broadly defined. I am not skeptical about our capability to represent the interests of this vast community, but I am also not sanguine about the challenges of doing so. The level of our ability to speak to, and hear from, the 7 billion (or even the 3.5+ billion connected) end users should be ever-evolving and improving and should be a continuing focus of our groups. By definition, it can never be perfected; however, it can always be improved, which will in turn improve both our ability to discharge our mission and our ability to answer the critics (or at least, the legitimate aspects of their criticism). I would prefer "advances the interests of" to "acts in the best interest of." The latter seems a bit paternalistic and raises the question of how we determine the "best interests" of the community. On the other hand, if this is more of an aspirational or mission statement, perhaps that is exactly the goal we should set. In any event, I could agree to either.
I am sympathetic to a large extent with Jonathan's wariness about the "representational issue." It might dictate avoiding the word "represents" -- but I think that "represents the interests of" is still viable. As with the other verbs, it is an essential aspect of what we do. "Representation" doesn't necessarily implicate the method of selection (indeed, a number of ALAC seats are filled by the NomCom (including mine)) -- it does necessarily define the mission, at least in part.
I am aware of criticism leveled from certain quarters at ALAC and At-Large regarding our standing as "representatives." It's something to discuss directly (and I assume it has been discussed many times) -- my 2-pronged 2 cents are (1) as the NomCom process attests, representation is not intended to be limited to democratic selection, and (2) we should consider the communication channels that lead from the ALAC through various channels (At-Large, RALOs, ALS, ALS members, individual RALO members, website, social media, emails, etc.) to the At-Large community broadly defined. I am not skeptical about our capability to represent the interests of this vast community, but I am also not sanguine about the challenges of doing so. The level of our ability to speak to, and hear from, the 7 billion (or even the 3.5+ billion connected) end users should be ever-evolving and improving and should be a continuing focus of our groups. By definition, it can never be perfected; however, it can always be improved, which will in turn improve both our ability to discharge our mission and our ability to answer the critics (or at least, the legitimate aspects of their criticism).

I’m in favor of getting as active a verb as we can manage without opening ourselves up to representational issues. I like “advances the interests of” for some such thing.

The term « oversees » is not appropriate. It is as if you say the GNSO council oversees the NCSG or NCUC or NPOC or the BC or the IPC or the Registry …. communities. Any term that have the meaning of control or domination of the At-Large Community by ALAC wouldn’t be acceptable. Otherwise, I can live with any other word.
