ALAC Liaison to the GAC updates: GAC Joint Webinar Invitation, Prague Bilateral Agenda, and May Briefing – Request for Input by 5 May
Dear Colleagues, I hope this message finds you well. I am writing to share several updates and to seek your input on key upcoming ALAC engagement opportunities with the GAC: ------------------------------ *1. Invitation to ASO-GAC Webinar on the RIR Governance Document (13 May, 13:00 UTC)* Marco Hogewoning, GAC VC, has extended an invitation to ALAC to participate in a *joint ASO-GAC webinar* on the proposed *Governance Document for the Recognition, Maintenance, and Derecognition of RIRs* (a revision of ICP-2). The session will take place on *Tuesday, 13 May at 13:00 UTC* for 90 minutes. The webinar will provide an overview of the draft, which is currently open for public comment until *27 May 2025*: 🔗 ICANN Public Comment Page <https://www.icann.org/en/public-comment/proceeding/governance-document-for-t...> 🔗 ICP-2 Background <https://www.nro.net/policy/internet-coordination-policy-2/> Given the relevance of this topic to ALAC, I strongly encourage participation. Please also consider whether ALAC should offer a brief intervention during the session—perhaps by *Jonathan Zuck*, ALAC Chair, should he be willing and available. ------------------------------ *2. GAC-ALAC Bilateral Meeting at ICANN83 – Draft Agenda and Speaker Suggestions* Kristina has proposed the following agenda for our bilateral session, with two suggested ALAC speakers: - *Applicant Support Program (ASP) – Equity in the Next gTLD Round [recommended]* *Suggested Speaker: Avri Doria* - *DNS Abuse Mitigation – Policy, Enforcement, and End User Protection* - *Universal Acceptance (UA) and the Multilingual Internet* - *Domain Name Registration Data – RDRS, Accuracy, and Access* - *Digital Inclusion and Capacity Building* - *Public Interest Frameworks and Advisory Roles * *[recommended]* *Suggested Speaker: Justine Chew* Your comments and additional suggestions are welcome. Please kindly note that given our usual, limited timing for these sessions, we are likely to cover no more than two topics of shared interest. My recommendations, as your liaison to the GAC, are noted above. ------------------------------ *3. May Regulatory Updates Briefing – Call for Input* Together with our GAC colleagues, we are ready to welcome your suggestions for the topic to be covered during our May Regulatory Updates Briefing <https://icann-community.atlassian.net/wiki/spaces/atlarge/pages/180715827/GA...> session, the last one before our Prague meeting. Zeina has originally proposed a focus on *infrastructure governance in the Middle East* as one of the topics for us to consider during these sessions, whereas we await further ideas from the Governmental Engagement team. I would appreciate any additional suggestions from the ALAC regarding policy topics or regional insights that should be reflected in this session. ------------------------------ *Kindly provide your feedback on the above items by Monday, 5 May.* Thank you for your attention to this matter and lasting support. -- Kind regards, Joanna Kulesza ------------------- Joanna Kulesza, PhD Professor of International Law Lodz Cyber Hub / University of Lodz Law School / Poland www.cyber.uni.lodz.pl (EURALO ALS 341) ALAC / EURALO / ALAC Liaison to the GAC
Dear Joanna, Some preliminary feedback for your consideration:- *1. Regarding the ASO-GAC Webinar on the RIR Governance Document * Sure, ALAC Members are encouraged to attend but do note that this document is already being considered by the OFBWG and which has had the benefit of an extensive presentation by ASO Council Member Kevin Blumberg during the 24 April 2025 OFBWG call. There is also a small team constituted to develop the ALAC's comment for the public comment proceeding that you pointed out. *2. GAC-ALAC Bilateral Meeting at ICANN83 – Draft Agenda and Speaker Suggestions* Could you please elaborate on what "Public Interest Frameworks and Advisory Roles" is intended to capture? Many thanks, Justine On Thu, 1 May 2025 at 17:15, Joanna Kulesza <jkuleszaicann@gmail.com> wrote:

Dear Justine, Thank you for your preliminary feedback. 1. *Regarding the ASO-GAC Webinar on the RIR Governance Document* I note that the document is being reviewed by the OFBWG, and that Kevin's presentation has provided valuable insights. I will ensure to share this feedback with GAC Leadership and note that no specific intervention from the At-Large side is needed during the session, whereas individual ALAC members are encouraged to take part. Kindly let me know if sharing this invitation with the broader At-Large community mgiht be useful. 2. *On the GAC-ALAC Bilateral Meeting at ICANN83, *please let me clarify that the "Public Interest Frameworks and Advisory Roles" refers to the evolving relationship and advisory roles between various ICANN stakeholders (including GAC, ALAC, and others) in promoting public interest frameworks in ICANN's decision-making processes. As per Kristina's message, the aim here would be "*to explore how ALAC and GAC can jointly influence outreach and evaluation, ensuring that the public interest is consistently considered across these key areas. Strengthening cooperation between GAC and ALAC in articulating and upholding the public interest in ICANN’s policy development processes*" was also mentioned. Let me know if any further background would be useful, and I'm glad to get back to her with more queries. I hope this clears things up, and I look forward to your thoughts. Dear Joanna, Here is some further thoughts. *1. Regarding the ASO-GAC Webinar on the RIR Governance Document* The current timeline for OFBWG's development of an ALAC comment for the RIR Governance Document public comment proceeding shows:- - Final Draft Statement presentation – OFB call on May 15, 2025 - ALAC: Vote on Final Statement – 16 May 2025 – 21 May 2025 We will have to check on the progress of the ALAC comment before the13 May ASO-GAC Webinar to see if an ALAC position could be shared (prior to endorsement by an ALAC vote). I would suggest either Claire or Bukola, as the OFBWG Co-chairs, to advise on this in due course. *2. On the GAC-ALAC Bilateral Meeting at ICANN83 "Public Interest Frameworks and Advisory Roles" topic*, I think the challenge is that (1) "public interest" isn't defined, and (2) perhaps, in general, the notion of "public interest" isn't always strictly aligned between end users and governments. But I'm happy to think about it and discuss further. Kind regards, Justine On Thu, 1 May 2025 at 19:50, Joanna Kulesza <jkuleszaicann@gmail.com> wrote:

*Applicant Support Program (ASP) – Equity in the Next gTLD Round [recommended]* *Suggested Speaker: Avri Doria* -
*DNS Abuse Mitigation – Policy, Enforcement, and End User Protection* -
*Universal Acceptance (UA) and the Multilingual Internet* -
*Domain Name Registration Data – RDRS, Accuracy, and Access* -
*Digital Inclusion and Capacity Building* -
*Public Interest Frameworks and Advisory Roles * *[recommended]* *Suggested Speaker: Justine Chew*
Your comments and additional suggestions are welcome. Please kindly note that given our usual, limited timing for these sessions, we are likely to cover no more than two topics of shared interest. My recommendations, as your liaison to the GAC, are noted above. ------------------------------
*3. ------------------------------
*Kindly provide your feedback on the above items by Monday, 5 May.*
Thank you for your attention to this matter and lasting support.

Dear Joanna and all, I’m fully on board with including “Applicant Support Program (ASP) – Equity in the Next gTLD Round” as a focus topic. It’s closely tied to ongoing processes and challenges we know well, which makes it a strong foundation for a focused and productive discussion.. I’d also suggest considering “Digital Inclusion and Capacity Building” as the second topic. While it’s broader, it connects with many of the other themes and could help us better understand where both groups stand. It might also open the door to future collaboration by identifying areas where our work and priorities align (?). Just food for thought. Dear Joanna,
Here is some further thoughts.
*1. Regarding the ASO-GAC Webinar on the RIR Governance Document* The current timeline for OFBWG's development of an ALAC comment for the RIR Governance Document public comment proceeding shows:-
- Final Draft Statement presentation – OFB call on May 15, 2025 - ALAC: Vote on Final Statement – 16 May 2025 – 21 May 2025
We will have to check on the progress of the ALAC comment before the13 May ASO-GAC Webinar to see if an ALAC position could be shared (prior to endorsement by an ALAC vote).
Kind regards, Justine

Dear Justine,
Thank you for your preliminary feedback.

Sure, ALAC Members are encouraged to attend but do note that this document is already being considered by the OFBWG and which has had the benefit of an extensive presentation by ASO Council Member Kevin Blumberg during the 24 April 2025 OFBWG call. There is also a small team constituted to develop the ALAC's comment for the public comment proceeding that you pointed out.

Hi Justine, It's true that the notion of "public interest" isn't always strictly aligned between end users and governments. But I would suggest that it's sufficiently close that joint efforts are often feasible. And far more likely to be effective that either of us alone. I agree Bill From our joint discussions with the GAC over the years I believe that there is definitely enough alignment between our groups to justify our continued joint efforts with the GAC, especially wrt public interest. Thanks for this, Joanna.
I am surprised not to see any mention of any GAC response to the Community Reconsideration Petition from ALAC to the Empowered Community Administration on the Postponement of ATRT4?
Kindest regards,
Olivier
