Hi Beau The statement from 2005 is here - http://www.ntia.doc.gov/ntiahome/domainname/usdnsprinciples_06302005.htm and the bit that was problematic in WSIS was this "As such, the United States is committed to taking no action that would have the potential to adversely impact the effective and efficient operation of the DNS and will therefore maintain its historic role in authorizing changes or modifications to the authoritative root zone file." and this "The United States will continue to provide oversight so that ICANN maintains its focus and meets its core technical mission. " So - no independent ICANN. Roadmap or no roadmap, the USG is the driver. That's interesting..I blew right past the reference to the 2005 principles until Danny Younger called my attention to it and I looked it up -- I assume you mean, "The United States Government intends to preserve the security and stability of the Internet's Domain Name and Addressing System (DNS)." The reference would appear to be the NTIA's assessment of its confidence in the current ICANN configuration, yes? Maybe we should make it an ALAC priority, and maybe even bring in some other people, to suggest a "roadmap" for ICANN to get where it needs to be.

So - no changes from June 2005. We all just wasted our time. They will never let ICANN go - it has to get up and walk out.

To me, the key sentence is a fair statement: "ICANN has made significant progress in several key areas, but most participants agree
that important work remains to increase institutional confidence through implementing effective processes that will enable: long term stability; accountability; responsiveness; continued private sector leadership, stakeholder participation; increased contract compliance; and enhanced competition."
I would be interested to hear what others think, especially those outside the U.S. who have an understandable desire to see ICANN out from under U.S. Gov't oversight.
