As one who is keen that both at-large, alac and ICANN be as open and transparent as possible in all its processes - i do thank you for forwarding the details to the public list. 2. A participatory budgeting process, would in my opinion - yield cost savings that could yield cost savings used instead to perform awareness raising, education and public outreach. Ref: http://en.wikipedia.org/wiki/Participatory_budgeting As Darlene points out in an earlier email, only with effective outreach and education can ALS's and the "public at large" effectively participate in the policy processes taking place at ICANN 3. I believe that the internal alac list is being used far too often for larger "at-large" discussions that should instead be taking place on the public list. In cases where confidentiality is needed, then the ALAC should - 1. a-priori define what areas are defined as "internal" and to be kept confidential, 2. regularly produce summaries of discussions taking place on the internal list for the At-large community.
