This is not entirely new. I experienced this while traveling during the years right after 9/11. I was asked to put my laptop on quite a few occasions. So the warning is to make sure that the battery of your device is charged before you go to security. If you are unable to start your device because of low battery, or if the battery isn't working, the TSA will not allow the device on the aircraft, you will have to leave it behind.
