And indeed the ccNSO has spent several years now ( at least three I think) diligently working to encourage more membership.. This is all positive outcomes from positive efforts if Rudi was concerned about anything untoward or of concern to At-Large being part of all this I can assure him and you all that to my knowledge (and as a Director of auDA the .au ccTLD operator I am in a position to make this statement) it is certainly NOT the case...
From the At-large perspective several of our ALS's are closely involved with their local ccTLD operator and operations in terms of being a source of Internet User input into Policy development and practices and to that end we have all been working hard to get more ccNSO Members from any of our countries that had not yet joined... Ron Sherwood is the ccNSO liaison to the ALAC and Rudi is the ALAC Liaison to the ccNSO as ALAC Chair I will ensure that in Mexico if not before time is taken to ensure Rudi is brought up to speed on all this important background activity, and if Ron is not attending Mexico I will find and make alternate arrangements...

Most of the new joined members to ccNSO are not interested in IDNs or planning to introduce IDN ccTLDs, historically many European ccTLD had reservations on membership of ccNSO and implication related the relationship with ICANN, ccTLD registries are considered national assets and there is a sovereignty issues .
Recently manay ccTLD registries exchanged accountability frame work letters with ICANN to govern ICANN/ccTLD relations, still some ccTLD did not join.
Last year china membership to ccNSO encouraged other large ccTLDs to join ( e.g UK ) and now Germany finally joined, thats make the 3 biggest ccTLD registries in the world join ccNSO ( .de, .cn, .uk ).
This also a result of the work of ccNSO participation working group, which work as out-reach and imporve ccNSO participation in terms of quantity and quality, which i guess an example of a WG what is needed in At-Large Community .

I would guess the IDN ccTLDs would be a motivation for at least some, and the contact from ICANN asking who is likely to want a fast track IDN ccTLD was a consciousness raising exercise for others.
