Siavash has already posted some of the reasons why, in the end, we discarded the idea. There could be a number of practical problems, such as having people whose term is near to the end and whose possible reappointment is uncertain, or more than one person really willing to be the Chair (and in a small group of three individuals that might be a serious problem to solve), or, more likely, no one from the region having time or desire to serve. Also, there is value in having a "recognizable face" to represent the At Large, for other constituencies and for the "public" at the public forum; also, I remember that I received communications that should have been addressed at the new Chair for months and months after leaving the post; etc. So, there is the risk to create a lot of confusion about us outside of the ALAC. This said, we are now in a different situation. There is much more activity and interest in several regions, so it might be easier to find people who can commit the effort necessary to serve as Chair, and it might be easier to find more volunteers in general, so that the work is better distributed and the Chair doesn't have to do so many things at once. All in all, I think that this proposal deserves consideration by the new ALAC. However, I would really like to adopt the version of the rules of procedure that has been agreed up to now, integrated with whatever voting method you like, so that we can start using it (and I would still like the elections for Board liaison to happen as soon as possible), and then we work out any changes or enhancements in the next months, so to approve them in LA. By the way, other new members (up to three) will be joining the ALAC in LA, so there is a risk that we continue to rediscuss the rules as new people with new ideas replace older members, without ever getting a closure on any version. -- vb.
