A question: For each region that is constructing or has constructed a RALO, can unaffiliated individuals participate on an equal footing with ALS-affiliated individuals? I'm concerned that the layering of structures not disenfranchise individuals even further than they already are, but rather attempt to provide them with more channels for direct input into ICANN. Can people in other regions help me to answer the factual question whether this is happening? My understanding of LACRALO is that individuals can participate only partially, not serve as officers or vote on RALO business.
