I, too, thought that that first sentence was fair. As a non-US person, I see it that ICANN still needs to be reporting to *some* body until those improvements as noted are much further along. So, who should it be reporting to? I heard this discussed several times in India and it didn't seem that anybody else had any better idea as to which governing body would be the best for this. They all have skeletons in their closets. So, I guess for me anyways, it's a case of "Better the Devil you know than the one you don't". Just one opinion of many, I am sure. D Darlene A.
