Truth be told, I need to spend time finishing Consumer Reports' WebWatch's statement on the GNSO's gTLD report, so perhaps discussion in LA is the best way to resolve this. We have no such advisor positions at the moment. We do have provision for "other" appointments and an advisor to the committee could likely fit there, but the appointment process differs from those for officers and formal liaisons. When the subject was raised, Jacqueline pointed out that if we want such advisors, that may be fine, but they are not part of the formal elections that are being carried out and the idea can be discussed in Los Angeles (not trying to put words in Jacqueline's mouth, but that is what I remember the gist of her comments were).

Just wondered, it's not easy trying find a path though the rules and procedures (and also not knowing what other documents might be lurking -- I am sure the wiki is great for developing documents, but once procedures are ratified they should move to an obvious and permanent home off the alac.icann.org page. Wikis by their nature change, a stable place for important documents would be sensible.) About the "Special Adviser on Internet Governance Policy" Beau, you described the person's role as "His primary responsibility would be to advise ALAC members, the at-large community and ICANN staff on policy formulation and priority-setting, and two-way communications to the user community". This is not particularly "Internet Governance" as I understand it, more an advisor on Policy Development. Internet Governance has come to mean ICT policy generally, issues way beyond ALAC and ICANN's mission, and it would be good to prevent any potential mission creep or simple misunderstanding. Suggest "Special Adviser to the At-Large Community on Policy Development". Before deciding to spend more face to face time in LA on this, how about tying two things. 1. Discuss whether a friendly amendment to the new Rules and Procedures should be made to return the language Beau quoted from an earlier draft: Other ALAC appointments a. The ALAC may, from time to time: * attribute specific tasks or responsibilities to a given individual; [* appoint a given individual as ALAC representative in working groups, task forces, or other committees and bodies different from those to which Liaisons are appointed; *form Committees, attribute specific tasks or responsibilities to them, and appoint their members.] (I think the second and third points are covered in the new ROP document.) If the ALAC agrees it may, from time to time wish to attribute specific tasks or responsibilities to a given individual, then table a motion for a simple up/down vote in LA (two-thirds majority of the delegates present and voting.) Suggest not requiring normal rules of nomination and acceptance be applied to positions created by this process, but considered on a case by case basis. 2. About the specific recommendation to create a position Special Adviser to the At-Large Community on [Internet Governance Policy[ [Policy Development]. Suggest someone start a thread to discuss whether the position is necessary? What the tasks of the position should be? Beau's description seems good and appropriate, but as mentioned above I think the title "Internet Governance" perhaps a problem. Once discussed, if the community feels the position's necessary, and the ALAC agrees to modify the ROP to make such appointments possible, then a vote could be held to create the position. (Then someone could move to appoint Jonathan Zittrain, someone else might nominate Wolfgang, etc etc.) Most of this could be done online. Rather than over a few hours in LA.
