The general impression is that we have to recognize the fact that few, if any users from the region, will know about ALS's, ALAC and RALOS. I have the similar question right after finalizing the MoU/OP for AP RALO. At this point, APRALO does not have any official way to accommodate individual participation in the election of officers or voting for RALO business.
