Even asked about the power to pull back directors that do not follow what the public wants - Under California law (section 5222 of the corporations code) a corporation that has "member" gives those members the power to recall directors that they have seated. Also check out http://www.cavebear.com/archive/icann-board/platform.htm#full-members The trouble is that ICANN has a strong allergy against "membership", a thing that occurs when there is an "election" for a director seat. Expect this issue to come up in several forms during this task of figuring out how to fill the public seat. 2. Sebastian asked about 9 directors from the public - When ICANN was created a promise was made that a controlling part of the votes on the board would be held by people chosen by the public.
