I agree. I've suggested on the NARALO list that we work out a budget for travel and then give the ALAC and individual RALOs discretionary authority over how to spend it. For example, we might decide that we'd rather spend our money to send some big name consumer advocate to a particular ICANN meeting (Michael Moore or Ralph Nader at the public mic?) or an expert like a Jonathan Zittrain or Larry Lessig than to send one of our own.
