The NomCom process is reasonably well documented at http://nomcom.icann.org/ and the pages that hang off of it as well as in the ICANN Bylaws - http://www.icann.org/en/general/bylaws.htm#VII. The process is completely confidential and there is no public involvement in the actual selection. However, the NomCom is comprised of people named by various ICANN (and some external) organizations. The full details are in the Bylaws. The ALAC selects 5 of the 17 voting members on the NomCom, one from each region, and if the RALO can come to closure on who to select, the ALAC simply ratifies that selection. For one-third of ALAC the answer is yes.
From each region, two ALAC representatives are elected by ALSs and one is appointed by the NomComm. The reason that only two are up for selection is because of the position's two-year term.
