Dear Larisa. I can only echo what Lise has said below. As we have not received any proposals from you and Xavier for concrete changes in our paper based on solid documentation we cannot at this late stage without further discussion in ATRT hold back the final version of the template on ICANN Finances. Moreover I may remind you that you didn't ask for any changes when we discussed the template yesterday. Instead you confirmed my report from the conference call between you, me and Xavier. There was no conclusion about any need for changes in the template coming out of this call. Instead I concluded that the thinking behind the current ICANN initiatives within this field seemed to be very much in line with the thinking behind the proposals in the template on Finances although the proposals in the template to some extent go further than current ICANN initiatives. You confirmed this conclusion upon my request. Yesterday Brian asked us to submit to you all before COB today a version of the template on Finances reflecting the agreement achieved during the call yesterday (Olivier's remark about including "the end-user" as the one to benefit from lowering ICANN's fees). I am a bit unsure of what it is that you want us to change - since we do not have any solid documentation from staff that content of the recommendations are implemented at the moment. We have some ideas that staff are considering to implement what is recommended, but in my opinion this is not enough - we have to ensure that recommendations are taken into account by the board and ICANN staff. The public comments regarding the budget support this. If there are some of the more specific or prescriptive recommendations that needs to be looked at and maybe determine alternative approaches that would not divert from the intended objectives I am open to find a recommendation that is more operational for you.
