i apologise for the delayed DRAFT. I offer the following, which is quite detailed, but I hope can gain support from the Outreach committee. I had not seen the original request to the council, and appreciate that Susan called it to our attention. My comments are subject to your edits, of course. I suggest, subject to Steve’s guidance, that we say this is preliminary and then we can edit according to your input I promised a draft by today. Here it is. I know we are really late, and if we can just get the Outreach committee comments, we can submit as draft. if Steve and Susan can advise.
