Dear Katrina, Bart, Thank you for your alert elaboration on this. Hiro On Mon, 5 Dec 2016 11:29:44 +0200 "Katrina Sataki" <katrina@nic.lv> wrote:
Dear Hiro,
Thank you for your comment! It's a fair observation!
Bart proposed to include reference to the Bylaws and also information about IDN ccTLDs:
"The ccNSO notes that the definition used to describe members of the ccNSO is not precise. According to the ICANN Bylaws the ccNSO shall have a membership consisting of ccTLD managers. For purposes of this Article 10, a ccTLD manager is the organization or entity responsible for managing an ISO 3166 country-code top-level domain, or under any later variant, for that country-code top-level domain.
Based on the original definition IDN ccTLDs are excluded from the ccNSO, However the ccNSO does consider them part of the community, and in the near future, when the overall policy for the selection of IDN ccTLD strings will be adopted by the ICANN Board of Directors, the bylaws should be amended as suggested to allow IDN ccTLD to become members."
I am sending the updated survey to Mathieu.
Thank you!
Kind regards,
]{atrina

Katrina, Bart,
Thank you for this.
As to "Designated Community" question :
I'm not very sure whether the definition of "ccTLD managers" is clear enough here.
In our response, it might be better to clearly say "ccTLD managers registered in IANA Database" or something like that.

Dear All,
The co-chairs of the CCWG-Accountability reached out to the chairs of the SO/AC to seek responses from the SO/AC on a survey compiled by the WS 2 SO/AC Accountability subgroup. The message and survey itself are included.
In order to be of assistance to SO/AC Accountability the following process to respond to the questions is suggested:
- Katrina in her capacities as chair of the ccNSO and chair of the Guideline Review Committee and with assistance of the secretariat, will draft responses to the survey.
- The draft responses will be circulated to Council early next week (most likely Tuesday 29 November)
- Councillors are requested to comment, provide additional input by Friday 2 December, noon UTC
- Katrina (with assistance of the secretariat) will consolidate comments and prepare final draft version of responses on Friday 2 December.
- Email decision by Council by 5 December 2016 17.00 UTC.
- Inform the co-chairs.
Kind regards,
Bart
Message from the co-chairs
Sent on behalf of the CCWG-Accountability WS2 Co-Chair's
Dear SO/AC Chairs,
As you are aware, the newly-adopted ICANN bylaws tasked our Cross Community Working Group to investigate several issues as part of our Work Stream 2 effort. SO/AC Accountability is one of these items. As part of this effort, we have set up a subgroup, responsible for reviewing how each SO and AC is accountable to its designated community, and potentially to global Internet stakeholders as well. The background and progress for this group are described here[docs.google.com].
As part of this effort, the group intends to start by an assessment of the current situation. That's why we are turning to you to point us to resources and documents used to maintain accountability to your respective designated community, taking into account the particular or specific working modalities of each SO/AC (and any subgroups).
We would appreciate if you could provide responses to the attached questions within the next 30 days, so that work on this important item of WS2 can proceed in due course. Responses can be provided to acct-staff@icann.org <mailto:acct-staff@icann.org> . Along with the rapporteurs of the SO/AC accountability subgroup, Cheryl Langdon-Orr, Farzaneh Badii and Steve Del Bianco, we thank you in advance and remain available for any clarification that you may need.
Best regards,
Leon, Thomas & Mathieu
