CCWG-Acct (WS 2, SO/AC sub-group) SO/AC Questions on ccNSO Accountability
Dear All, The co-chairs of the CCWG-Accountability reached out to the chairs of the SO/AC to seek responses from the SO/AC on a survey compiled by the WS 2 SO/AC Accountability subgroup. The message and survey itself are included. In order to be of assistance to SO/AC Accountability the following process to respond to the questions is suggested: - Katrina in her capacities as chair of the ccNSO and chair of the Guideline Review Committee and with assistance of the secretariat, will draft responses to the survey. - The draft responses will be circulated to Council early next week (most likely Tuesday 29 November) - Councillors are requested to comment, provide additional input by Friday 2 December, noon UTC - Katrina (with assistance of the secretariat) will consolidate comments and prepare final draft version of responses on Friday 2 December. - Email decision by Council by 5 December 2016 17.00 UTC. - Inform the co-chairs. In our response, it might be better to clearly say "ccTLD managers registered in IANA Database" or something like that. Bart proposed to include reference to the Bylaws and also information about IDN ccTLDs: "The ccNSO notes that the definition used to describe members of the ccNSO is not precise. According to the ICANN Bylaws the ccNSO shall have a membership consisting of ccTLD managers. For purposes of this Article 10, a ccTLD manager is the organization or entity responsible for managing an ISO 3166 country-code top-level domain, or under any later variant, for that country-code top-level domain. Based on the original definition IDN ccTLDs are excluded from the ccNSO, However the ccNSO does consider them part of the community, and in the near future, when the overall policy for the selection of IDN ccTLD strings will be adopted by the ICANN Board of Directors, the bylaws should be amended as suggested to allow IDN ccTLD to become members."
