The concern is not so much about strategy panels as it is about the increasing number of panels. The role of strategy panels is clear (at least for me personally), as is the role of the additional panel on the Future of Global Internet Co-operation. Strategy panels are more inward-looking, while the new panel is more outward-looking. Nevertheless, they are both about strategic positioning of ICANN, and you just can't work on strategic positioning without being inward and outward-looking. So there will be an inevitable overlap between the strategy panels and the new panel, which then leaves me with an impression that there is somewhat of duplication between these panels. Paul, you're making a good observation, though, about the possibility of additional members in the new panel & its public facing role. I agree ICANN shouldn't separate between "internal" stakeholders & the figureheads. I think a balance between the 2 can help ICANN achieve more. But I agree that ICANN should not create separation between the stakeholders that attend and contribute to ICANN's "core business" at every meeting, and the figure-heads, leaders and personalities that drive ICANN's broader strategic direction.
I note that the announcement concludes "Additional members to be confirmed". Perhaps this is an opportunity.

Good observation, Peter! There is a substantial presence of government or government-linked people, which in itself is not a bad thing, but I think there should have been an effort to balance participation & include an important stakeholder such as ccTLDs. Disney's presence is of course fascinating, but hopefully the person concerned is well experienced in internet issues.
Of course, Fadi is about inclusivity, but I agree with the view that it seems we may just have panels galore after having seen the recent strategy panels. Add to that the increasing ICANN regional personnel, and you'll see ICANN seems to be growing bigger and bigger and faster and faster (both in panel and personnel terms) - something that is not wrong by itself, but hopefully ICANN will realize that some things can be done with a need for additional panels.
Bearing in mind the alleged international Internet meeting that the Brazilian government wants to convene next year, it seems we may just more panels being set up.
